Twenty-five years after 9/11, the question is no longer simply what happened on that September morning. The question is whether we are prepared for the next one.
A generation of Americans has grown up in the shadow of the attacks, while the nation has fought wars, dismantled terrorist networks, transformed its intelligence and counterterrorism institutions, and watched the threat evolve in ways few anticipated. Now, as new adversaries, technologies, geopolitical rivalries, and terrorist movements challenge the United States, it is time to take an unflinching look at what the past 25 years have taught us—and where we may still be vulnerable.
