SUMMARY:Taiwan’s Economic Security: How is Chip Nationalism Affecting Taiwan?
DESCRIPTION:Stimson Center | In-Person & Online Event \nDescription: In the wake of the global chip shortage arising from the COVID-19 pandemic\, countries are painfully aware of the supply chain (in)security and rush for semiconductor self-sufficiency. Taiwan sits at the epicenter of this global chip crisis\, and it is worth exploring whether chip nationalism embraced by major countries undermines Taiwan’s economic security. Given that Taiwan is situated at the frontline for China to obtain cutting-edge chips and for the United States to contain China’s efforts in developing the indigenous semiconductor industry\, the panelists will discuss how Taiwan has responded to the CHIP4 initiative advanced by the United States and assess its effectiveness. \nRegistration link can be found below.

SUMMARY:How much money for defense is enough?
DESCRIPTION:The Brookings Institution | In-Person & Online Event \nDescription: The U.S. spends about $900 billion a year on defense\, which is about 15% of the federal budget\, or roughly 3.3% of the gross domestic product. Given all of today’s national security challenges—Russia\, China\, cybersecurity\, terrorism—is that enough\, more than enough\, or still not quite enough? Could the U.S. buy more security by spending the defense budget more efficiently? In an era of competing budget priorities and growing budget deficits\, what should the Pentagon’s priorities be? On Wednesday\, August 30 the Hutchins Center on Fiscal and Monetary Policy and the Strobe Talbott Center for Security\, Strategy\, and Technology will address those questions. Michael O’Hanlon\, a senior fellow\, director of the Talbott Center\, and a self-described “cheap hawk\,” will outline his views on how the Pentagon can improve America’s defense capabilities without large increases in spending. Following O’Hanlon’s presentation\, he will join a panel with Mackenzie Eaglen of AEI and Travis Sharp of the Center for Strategic and Budgetary Assessments. David Wessel\, director of the Hutchins Center\, will moderate. \nThe registration link can be found below.

SUMMARY:Time for choices in Niger
DESCRIPTION:Atlantic Council | Online Event  \nDescription: Niger and the international community face many choices on the direction of military intervention and governance. One month after the takeover of the Nigerien government by a military coup\, many questions linger for the international community. This event seeks to draw lessons from Niger’s economic hardships\, limited windows of democratic governance\, and assess how the latest coup will affect regional stability. West African states have to make a choice now about how they address this crisis\, which entered a new stage after ECOWAS issued a deadline for Niger to reverse the coup–and it lapsed. As African states and the world watch to see how they respond to the delicate situation\, the Atlantic Council’s Africa Center will be hosting a special event to explore what is currently happening in Niger and in West Africa overall. \nThe registration link can be found below.

SUMMARY:Japan’s quiet leadership: Reshaping the Indo-Pacific
DESCRIPTION:The Brookings Institution | In-Person & Online Event \nDescription: Over the past three decades\, Japan has battled persistent economic stagnation\, reckoned with depopulation\, rising inequality\, voter disengagement\, and endured threats to Asia’s long peace. Remarkably\, Japan has emerged from its “lost decades” unscathed from the populist wave that today permeates several major democracies and as a far more consequential actor in the geopolitics of the Indo-Pacific. The country has reinvented itself as a network power to overcome the harsh realities of diminishing relative capabilities. How has Japan accomplished this reinvention? What lessons can be learned from how it has coped with slow growth\, adverse demographics\, adjustment to economic globalization\, and the emergence of a powerful and assertive China? And how can Japan handle the hurdles ahead? To address these and other questions\, Mireya Solís has authored a new book\, “Japan’s Quiet Leadership: Reshaping the Indo-Pacific\,” to be released on September 1\, 2023. On September 6\, the Center for East Asia Policy Studies will host Solís to discuss key findings from her book and a panel of experts to evaluate Japan’s evolving role and its impact on the Indo-Pacific region. \nThe registration link can be found below.

SUMMARY:Cooling Tensions: Environmental Cooperation in the Gulf
DESCRIPTION:Center for Strategic & International Studies | Online Event \nDescription: The Middle East has endured record heat this summer. Parts of coastal Iran saw a heat index of 158 degrees in early August\, conditions in which humans cannot survive outdoors for more than a few hours. Countries bordering the Gulf are also experiencing growing water stress\, increasingly common dust storms\, and accelerating environmental degradation. None of these issues can be adequately addressed unilaterally. Please join the CSIS Middle East Program for a discussion on Gulf states’ strategies for dealing with climate change and an exploration of new opportunities for cooperation between Arab Gulf states and Iran with Prof. Kaveh Madani\, Dr. Aisha al-Sarihi\, and Amb. Douglas Silliman\, with introductory remarks from Jason Rezaian and moderated by Dr. Jon Alterman. \nThe registration link can be found below.

SUMMARY:Should the US pursue a new Cold War with China?
DESCRIPTION:The Brookings Institution | In-Person & Online Event \nDescription: Are the United States and China “destined” for Cold War-like rivalry? Is this an accurate framing for the relationship and where does this analogy fall short? What lessons can be applied from the U.S.-Soviet Cold War to the current U.S.-China competition? To launch the next phase of the Global China project\, the Foreign Policy program at Brookings will rigorously examine choices and trade-offs for the United States and its partners in managing long-term competition with China. This public event will complement a forthcoming written debate series focused on these questions. On September 7\, Brookings will host Jessica Chen Weiss\, Michael J. Zak professor for China and Asia-Pacific studies at Cornell University; Patricia M. Kim\, David M. Rubenstein fellow at Brookings; Joseph Nye\, former U.S. assistant secretary of defense for international security affairs and Harvard University distinguished service professor emeritus; and Matthew Turpin\, Visiting Fellow at the Hoover Institution for a panel conversation with Financial Times U.S.-China Correspondent Demetri Sevastopulo. Audience Q&A will follow the moderated discussion. \nThe registration link can be found below.

SUMMARY:Summit: Accelerating US-emerging market clean energy partnerships
DESCRIPTION:Atlantic Council | In-Person & Online Event  \nDescription: Please join the Atlantic Council Global Energy Center on Friday\, September 8 at 8:00 a.m. (ET) for a discussion on US-emerging market clean energy partnerships to be held at the Atlantic Council headquarters in Washington\, DC and virtually. Emerging markets are poised to constitute the lion’s share of global economic growth through 2050. To ensure growth in these markets continues both apace and in line with net-zero emissions goals\, the United States has a role to play in partnering with these markets on the deployment of clean technologies as a climate solution. What is the market opportunity for trade in four clean technologies (solar photovoltaic\, offshore wind\, carbon capture\, utilization\, and storage; and smart grids) between the United States and 10 key emerging markets (Argentina\, Brazil\, Colombia\, India\, Indonesia\, Mexico\, Nigeria\, the Philippines\, South Africa\, Vietnam)? How can the United States develop innovative trade models to enable these markets to deliver on their decarbonization goals\, through clean technology trade\, and promote US industry? \nThe registration link can be found below.

SUMMARY:Next War Online: Using Cyber Games to Understand Emerging Threats
DESCRIPTION:Center for Strategic & International Studies | In-Person & Virtual Event  \nDescription: Please join the Center for Strategic and International Studies (CSIS) for a discussion on the importance of cyber wargames and exercises. As the cyber threat landscape continuous to evolve\, it has become difficult for public and private sector entities to adequately anticipate and prepare for different types of threats that might impact their networks and trust in their respective institutions. That’s where cyber games come in. Today’s cyber games not only help educate players about the nature of different types of threats\, but they also allow participants to clearly identify how they might adjust their real-world incident response plans to enhance resilience and mitigate the consequences of certain threats. The program will start with a presentation on a recent CSIS cyber exercise that was designed to show how different types of experts are thinking about future threats and challenges to federal networks. Following the presentation\, Dr. Ben Jensen (Senior Fellow for Gaming\, Future War\, and Strategy\, CSIS) will moderate a panel that will showcase the advancements in cyber game design and the importance of these exercises to government\, industry and academia. The panel will include Dr. Nina Kollars (Associate Professor\, Cyber and Innovation Policy Institute\, U.S. Naval War College)\, Dr. Jacquelyn Schneider (Director\, Wargaming and Crisis Simulation Initiative\, Hoover Institution)\, and Yasir Atalan (Researcher\, CSIS). Emily Harding (Deputy Director and Senior Fellow\, International Security Program\, CSIS) will deliver closing remarks. \nThe registration link can be found below.

SUMMARY:Water: Access\, Livelihoods\, and Security
DESCRIPTION:Center for Strategic & International Studies | In-Person & Virtual Event  \nDescription: Please join the CSIS Project on Prosperity and Development\, in partnership with the United States Agency for International Development (USAID)\, for an in-person discussion that will serve as the culmination of a series of roundtables centered around water access and security and discuss the major findings on the topic. Around 26 percent of the global population lacks access to clean drinking water and around 30 percent of people lack access to water for basic sanitation. Climate change\, the rise in global temperatures\, and natural disasters like storms and flooding have all caused major damage to sanitation infrastructure in many places. Inequities in people’s socio-economic status further exacerbate access to clean water. Marginalized groups\, such as religious minorities\, migrants\, and especially women\, have lesser access to proper sanitation and clean water. There is also a dire lack of good water governance and an excess of government regulation that has resulted in limited spending on water related issues. A lack of clean water access not only poses a major humanitarian issue but also becomes an international security hazard by exacerbating conflict through its impact on economic growth and migration. \nThe registration link can be found below.

SUMMARY:Understanding Digital Public Infrastructure (DPI) in the Global Development Context
DESCRIPTION:Center for Strategic & International Studies | In-Person Event  \nDescription: CSIS\, in partnership with the Bill & Melinda Gates Foundation\, is conducting a yearlong research project on the United States’ role in advancing the digital public infrastructure (DPI) agenda to expand economic growth and women’s economic empowerment in developing countries. As digital transformation accelerates worldwide\, we need to recognize the importance of DPI in enabling digital services and promoting innovation. DPI as a concept is neither new nor tied to one country or region and it is evolving. The international community needs to elevate and broaden the dialogue surrounding DPI to maximize its transformative impact. DPI facilitates streamlined interactions between citizens and the government\, offering convenient access to services\, reducing bureaucracy\, and enhancing transparency. By providing a robust framework for digital services\, DPI enables governments to deliver efficient and citizen-centric goods while ensuring security\, privacy\, and accessibility. \n\n\nThis event will serve as an overview and introduction to DPI from the point of view of different U.S. and international organizations and will focus on the following questions: \n\nWhat is DPI and why is it important for international development?\nWhat role can the U.S. government play in accelerating the adoption of DPI in developing countries?\nHow can the U.S. government work with the international community to inspire country deployment of DPI at scale?\n\n\n\n\n\n\nThis event is made possible through the generous support of the Bill & Melinda Gates Foundation. \n\n\n\nThe registration link can be found below.

SUMMARY:SPY VALLEY: An Engineer's Nuclear Betrayal
DESCRIPTION:International Spy Museum | In-Person & Online Event \nDescription: Silicon Valley is an innovation incubator\, but not just for tech — hand in hand with its growth have been efforts to steal enticing secrets. Spy Valley: An Engineer’s Nuclear Betrayal\, a new podcast series from Project Brazen and PRX\, introduces the world to a riveting tale from the dawn of this new era of global espionage. \nThe series\, produced by Goat Rodeo and hosted by award-winning intelligence and national security journalist Zach Dorfman\, explores the story of a man named James Harper\, a Silicon Valley engineer turned spy\, and how he began selling nuclear secrets to the Soviet Bloc. It became the case of a lifetime for San Francisco-based FBI spy hunters. Dorfman got to know these agents and their amazing stories as well as the tale of Harper—from extensive\, revealing interviews with the former ex-spy himself. The series takes listeners on a journey of nuclear spying\, technology theft\, and double agents\, with intelligence that might still help Moscow in a nuclear exchange today. \nJoin us for a live panel moderated by Sharon Weinberger\, the national security and foreign policy editor at The Wall Street Journal\, featuring Zach Dorfman\, investigative journalist and host of Spy Valley; John Gibbons\, who headed the United States Attorney’s prosecution team in the case against James Harper; and retired FBI Supervisory Special Agent and Spy Museum Advisory Board Member David Major. They’ll explore how the tech capital of the world became a hotbed for Soviet Bloc spies and what James Harper’s betrayal of his country has meant for modern day warfare. \nAfter their conversation\, you can ask Zach\, John\, and Dave for their insight into other aspects of nuclear spying and technology theft. Reception to follow. \nIn the meantime\, listen to the series — out now — here or wherever you get your podcasts. \nThe registration link can be found below.

SUMMARY:Ukraine\, the West\, and the world: Breaking point or transformational moment?
DESCRIPTION:The Brookings Institution | In-Person & Online Event \nDescription: Russia’s unabated aggression against Ukraine\, China’s assertiveness\, and extremist challengers in upcoming elections in the United States and Europe are forcing governments to question the future of the trans-Atlantic relationship. What interest does America have in a Europe at peace? And what should Europeans do to help Ukraine win said peace\, manage China\, and keep NATO and the European Union together? How do Western democracies balance existential threats\, such as climate change and creeping authoritarianism\, with the needs of domestic policy? And what can they do to shape a global order that maximizes peace and security for all? In a season-opening event on September 15\, the Center on the United States and Europe at the Brookings Institution will host a three-part conference to address these issues. The conference will open with a conversation between Oxford historian Timothy Garton Ash\, author of the recent book “Homelands: A Personal History of Europe\,” and Brookings Senior Fellow Fiona Hill\, moderated by The New Yorker’s Susan Glasser\, about lessons of the post-Berlin Wall period. Their conversation will be followed by a discussion about the ramifications of the Russia-Ukraine war and the sharpening U.S.-China rivalry for the Euro-Atlantic security order. The event will close with a panel on the resilience of democracies in the face of transformative global disruptions and contested Western hegemony. \nThe registration link can be found below.
